    Economic growth and advancements in technology have added new dimensions to the size and approach of governments at all levels. With the increasing demands of the citizens, coupled with rapid growth, make the government the biggest service provider in any society. In this role, it is required to interact closely with its citizens and more specifically at the grass root level. It not only has to be efficient, but also must be really effective in service provision. The economic growth that has taken place in the last two decades has been concurrent to its explosive growth in communications and to a significant extent, been fueled by the telecom boom. For the 700 million people who live in the 700,000 villages in India, who are watching this transition, there is a growing cynicism that they are being left out from sharing the benefits of economic growth that are accruing primarily in the urban areas. Great thinkers state that "civilized society cannot function effectively without effective government".

    RULES AND REGULATIONS
    Team Specifications:

  • A team must consist of a maximum of 3 members. Students from different educational institutions and organizations can form a team.

  • Event Specifications:
    There shall be two rounds in total. The first round shall be a qualifier and only the top performing teams shall qualify for the second round.

    Round 1(Qualifier):
  • We have a quiz where questions on general logic and IQ are asked and the top performing teams go through to the second round.

  • Round 2:
    1. The teams which qualify from the first round start with a plot of land(virtual village).We shall be providing the topography of the virtual village given. They are given choices to pick from. Each village will have some flaws and benefits to negate these flaws.The details of resources initially available will be given on spot. Teams to choose their virtual villages depending upon the resources they feel most comfortable with.
    2. There shall be 3 parameters : capital, no. of workers and knowledge given to the teams. These are the fundamental resources(FR) and all other resources depend upon it. The team's incentive is to collect as much of this resource to aid it in its endeavors.
    3. The teams have to collect these FRs with the help of the details that will be given on-spot and spend them adequately on ventures, the details of which too shall be given on-spot, to earn more FRs. Hence the earning and spending of FRs is interrelated like any business stratagem and administration of a panchayat.
    4. The teams shall be given a fixed duration of time each in which they will have to perform all these tasks. The time allotted shall be same for all qualifying teams.

    JUDGING CRITERIA
    Round 1:
    The teams will be judged solely on their performance in the quiz which is based on general entrepreneurship and administrative logic .
    Round 2:
    Teams will have to participate in a technology race and their progress in the race is dependent on the correct utilization of resources at the appropriate moment for the sustainable development of the virtual village allocated to them.
    The teams will be judged according to their position at the end of the race. Further details will be given on spot.
